The Businesses Reach Harmony Crossing Before the New Lanes Do

"We have shifted the date for contractors to bid on Phase 3 of the SR 44 widening project to May 2027." GDOT posted that on its Facebook page, as quoted by The Eatonton Messenger in mid-September. It is easy to miss, but it matters more to Cuscowilla than to almost anyone else on the lake. Phase 3 is the stretch of Highway 44 between Harmony Road/Phoenix Road and Carey Station Road. It is the part of the corridor nearest Cuscowilla Drive. Meanwhile the junction at the south end of that stretch is filling up with a new signal, a nearly finished Publix and a group of new businesses. It is all happening on a road that will stay two lanes for several more years.

From 354 Cuscowilla Drive, Google Maps puts Harmony Crossing about 2.1 miles away, roughly a seven-minute drive. That short drive is where most of this fall's changes are piling up.

The Big Machines Are Working Farther North

Most of the Highway 44 construction news this year has been about Greene County, where the clearing and utility work is happening. GDOT lists the project in three phases, and this fall each one is at a different point:

Phase Segment Status as of fall 2026
Phase 1 South of King Drive to the East Greensboro Bypass Under construction, completion listed as November 2028
Phase 2 Carey Station Road to south of King Drive Under construction, completion listed as August 2030
Phase 3 Harmony Road/Phoenix Road to Carey Station Road Contractor bidding moved to May 2027

In August, The Eatonton Messenger reported that Pittman Construction had started Phase 2 by clearing the west side of Highway 44 from the Richland Connector to just past Harbor Club. GDOT District 2 Communications Officer Will Volk said then that "significant disruptions to traffic are not expected soon." In that same August story, Phase 3 was still set to go to bid in December 2026. The September report moved that to May 2027 because GDOT needs more time to buy right-of-way. Property owners on that stretch had previously faced a September 1 deadline to sign acquisition agreements.

When it's finished, the project will widen about 10.5 miles of SR 44 from two lanes to four, running from Old Phoenix Road/Harmony Road up to Athens Tech Drive just north of Interstate 20. Urban sections are planned with 4-foot bike lanes, 5-foot sidewalks and a 16-foot raised median. Harmony Crossing sits at the start of that corridor, and its section is still waiting for bids.

A Signal Meant to Be Temporary

The road is staying the same size for now, so GDOT changed the intersection. GDOT has installed a new traffic signal on Lake Oconee Parkway where the Publix entrance on the east side meets the Harmony Crossing plaza on the west. It was supposed to go live in mid-September but was pushed to September 22 so crews could put down permanent striping. The local coverage reported that date as a schedule, not as a confirmed switch-on.

GDOT's reasoning was simple. A traffic study found that volumes on SR 44 and the side roads met the threshold for a signal. Without one, drivers coming out of Harmony Crossing and the new shopping center would have faced long waits.

The signal won't stay forever. The Messenger describes it as giving way to a roundabout once the widening is complete. GDOT's project page shows a planned roundabout at the SR 44/Harmony Plaza–Lake Country Village intersection. It says the roundabout is still being designed and that the posted draft layout is not final. So for the next few years, the busiest turn on the Putnam side of the Parkway runs on a light designed as a stopgap.

The Grocery Run That Hasn't Started Yet

The signal is mostly there for the Publix at Lake Country Village/Towne Center. As of the Messenger's September 18 report, Publix had not announced a grand opening date. The company held a walk-in hiring event for the new store at its Lake Oconee Village location on September 11 and 12. Unnamed sources told the paper the store may open in mid-November. Until Publix confirms a date, mid-November is a best guess and nothing more.

The grocery store is the first piece of a larger plan. Lake Country Village sits off Lake Oconee Parkway and Old Phoenix Road. The development plans also call for retail and dining space and a hotel and conference center, though no other tenants have been named publicly.

What Opened While the Publix Was Going Up

The shopping center across the Parkway didn't wait for the grocery store. Over the spring and summer, Lake Oconee Life's new-business roundup listed a steady run of openings within a few minutes of the new signal:

  1. Pho & More, 113 Harmony Crossing. A family-owned Vietnamese restaurant. Lake Oconee Life reported that it opened to a packed house and asked diners to be patient while the family trains new kitchen and wait staff.
  2. Oconee Bagel Co., Lake Oconee Farmers Market at Harmony Crossing. It started selling hand-rolled, boiled-and-baked bagels at the market in May 2026. You'll find it most Saturdays from 8 a.m. to noon at Harmony Park, beside the fountain on the corner.
  3. Brilliance by Design: A Tonya Miller Company, 1023 Lake Oconee Parkway. A home and gift boutique from local builder and interior designer Tonya Miller, which opened August 10. Its cocktail mixes have already become a shop favorite, and the store mascot is a dog named Rowdy.
  4. InMotion Wellness Studio, 1124 Lake Oconee Parkway, Suite 130. An assisted-stretching studio run by Pablo and Dana Santamaria. It starts each client with a Movement Score assessment based on motion-capture imaging, and the first session is a free demo.
  5. The Crunchy Shop, 921 Harmony Road, Suites 5 and 6. Claudia Malcolm's wellness and natural-goods shop, which held its grand opening April 18, 2026. Shoppers can make their own candles, perfumes and laundry products in the store.

The newest addition is on the highway itself. Tee Time 44, at 27 Highway 44, Suite 400, in Eatonton, opened September 10, 2026, according to Lake Oconee Life. It pairs Full Swing golf simulators with food and drinks, and the roundup describes the room as just as suited to an evening out as to practice. For a community built around a Coore-Crenshaw course, simulator bays a short drive away give rainy days another option.

None of these places depends on a four-lane highway. They are opening at the Harmony Crossing end of the Parkway on today's road, with a signal scheduled to manage the turns in and out.

The Calendar Is Here Too

The same few blocks also host much of this fall's local calendar, and downtown Eatonton covers the rest:

Date Event Where
October 1–31 2026 Scarecrow Contest & Showcase, with public voting Downtown Eatonton
Friday, October 9 Banks & Shane: Live at the Lake, gates at 6 p.m., music at 7 p.m., $30 Harmony Park, 117 Harmony Crossing
Saturday, October 10 Lake Oconee Farmers Market with Cafe du Papa coffee, beignets and sweets, 8 a.m.–noon 119 Harmony Crossing
Friday, October 16 Harmony Crossing's Octoberfest, 5–9 p.m., vendors, food trucks, live music 105 Harmony Crossing
Saturday, October 31 Candy Mania trick-or-treating at participating businesses, 5–8 p.m. Downtown Eatonton
November 6–7 Downtown Eatonton Holiday Open House Downtown Eatonton shops
Saturday, November 14 Eatonton Mistletoe Market, more than 100 arts-and-crafts vendors, 10 a.m.–3 p.m. Courthouse Lawn

The one big night outside Putnam County is the Rhythm & Brews Festival on October 23, from 5 to 9 p.m., at Sandy Creek Barn, 1580 Hatchers Run in Greensboro. Sugar Ray and Vertical Horizon are on the bill. Getting there means driving north on Highway 44 through the stretch where the widening crews are working.

All three Harmony Crossing events above fall within eight days of each other in October. All of them land after the new signal's scheduled start and before the Publix's rumored opening. Octoberfest on October 16, with food trucks and children's activities on a Friday evening, is the busiest-sounding evening of the three for that intersection.

The Next Year on This Stretch

The rest of the timeline is already set out in public documents. A Publix announcement could arrive any week, with mid-November as the unconfirmed target. Phase 3 contractor bids, the step that eventually brings construction to Harmony Road, are now scheduled for May 2027. GDOT is still designing the roundabout that will replace the new signal. The segments to the north are scheduled to finish in November 2028 and August 2030. Until then, the junction nearest Cuscowilla runs on a temporary light at the south end of a two-lane highway. A Vietnamese kitchen, a design boutique, a Saturday bagel stand and a grocery store about to open are already on either side of it.

The Parkway outside Cuscowilla will change several times over the next few years, and our job is to follow each step as closely as we follow the market.
